Greater Christchurch has moved from earthquake recovery to regeneration. Along with Christchurch City Council, a set of regeneration partners are working with the Greater Christchurch Partnership (GCP) to make Christchurch an even better place to live, work, visit and enjoy.

The Greater Christchurch Group of the Department of the Prime Minister and Cabinet is coordinating central Government’s ongoing regeneration work in Greater Christchurch, and monitors and reports on overall progress.

The regeneration organisations have a short to medium term focus, such as completing the Christchurch central city anchor projects (Ōtākaro).

Each regeneration project contributes towards achieving the long-term vision for Greater Christchurch, so the GCP and regeneration partners work closely together.

Regenerate Christchurch

Regenerate Christchurch(external link) is at the heart of leading our city from recovery to regeneration. Regenerate Christchurch wants Christchurch to be a vibrant city that has opportunities for people to grow, connect and thrive. Its contribution will be through Regeneration Plans and leadership that will transform Christchurch.

Established as a new entity in April 2016 by the Greater Christchurch Regeneration Act, Regenerate Christchurch is a partnership between the Crown and Christchurch City Council that signals a shift towards locally-led regeneration. It builds on and continues the work the Council and the Crown have undertaken since the Canterbury earthquakes.

Regenerate Christchurch is committed to working with communities and businesses and will provide opportunities for engagement and be open to feedback. The support of the broader community is critical to the success of Regenerate Christchurch.

Regenerate Christchurch’s Statement of Intent sets out three priority areas for its work:

Central City: evaluating progress and providing advice on what is required to increase momentum and support the regeneration of the central city.
Residential Red Zone: determining the long term use and regeneration of residential red zone land in Christchurch by leading the development of visions, strategies and Regeneration Plans.
New Brighton: considering the current measures in place in New Brighton and providing advice on what is required to increase momentum and to support the regeneration of this area, alongside Development Christchurch Limited.

Ōtākaro

Ōtākaro Limited(external link) is delivering Crown-led Anchor Projects in Central Christchurch and divesting the balance of Crown land. Ōtākaro is a Crown-owned company with a board of directors.

Anchor Projects(external link) and Precincts are key initiatives that will encourage other developments around them and attract people into the central city. They are all about people – making the central city a place where people want to live, work and visit for social and cultural activities.

They include:

Many new public spaces - gardens, parks, gathering spaces and paths - that will make the central city greener, and easier and more enjoyable to move around
Major new public facilities like the Convention Centre(external link) and the Metro Sports Facility(external link), that will encourage locals and visitors into the central city
The Canterbury Earthquake National Memorial(external link)
Around 900 new residential dwellings(external link), to encourage people to live in the central city
Imp(external link)rovements to the traffic network(external link), to make it easier to move around for all forms of transport.

The Christchurch Central Recovery Plan(external link) defines the Blueprint Plan, the framework for the rebuilt city, and outlines key Anchor Projects and Precincts for central Christchurch.

Development Christchurch Ltd (DCL)

Development Christchurch Limited (DCL)(external link) is the urban development agency for Christchurch City Council. DCL works with the community, the Council, Regenerate Christchurch, and the private sector to make a positive impact on the regeneration of Christchurch and the city’s urban environment.

DCL was set up by Christchurch City Council to support the city’s regeneration through the pursuit of investment opportunities, development plans and regeneration projects. DCL works for the people of Christchurch to encourage the development of an exciting new city that is attractive to investors and great to live in.

DCL’s work includes:

leading or assisting specific revitalisation projects
offering commercial advice to the Council
identifying opportunities or locations for development and working with potential investors to bring projects to life
managing Council-owned land to create new opportunities for development in the city.

DCL is currently working on:

the revitalisation of New Brighton(external link) and other city suburban areas
a plan to make Christchruch an investor-ready city that focuses on central city regeneration
assisting with the development of the new Peterborough Quarter(external link) on the former Convention Centre site
managing city investment in the Christchurch Adventure Park(external link); and
a Land Development Strategy for key Council-owned land.
